I didn't realize they used the Food Lion logo in their European brand

It's a Belgian brand, and has had a lion as its logo since the start in 1867.

According to Wikipedia, they acquired them (Delhaize bought Food Town) in 1974. I never knew that branding was so old (mid 19th century?). I wonder when that specific logo was created

Not sure if this is your question or if you already knew this, but the lion is is in the style of a heraldic lion, a lion passant. If you do an image search you can see some versions. Richard I of England used a basic version in 1200.

Looks like a yard dog wondering if he had the 5th wheel raised?

Yep that's a Terberg (yard dog of Europe).

It's hard to see, but it looks like the legs are down. So probably was raised, yeah.
