That's often a factor but not here I think. He could have just STFU'd about the whole thing. And he seems to be a lot more angry than scared when he arrives with the soldiers.

He may have expected favors from the soldiers, or he has replaced his ethics with deference to authority, or he just hates foregin benders more than the fire nation.
