From what I could gather, it was more so that the temperatures some dude took didn't seem to be too affected by whether the portion of the wall being measured was painted black or not. It looked like some portions with different paint were also the same temperature. I would assume that in some other cases, the black painted sections would be hotter just because of where they are located or what angle the sun is hitting it or whatever.
At the end of the day, adding a layer of black paint is just a performative waste of tax dollars.

Out of curiosity: why is the wall colder now that it's painted black?
Is it because the material doesn't conduct heat very well? Something related to the paint? Why is it colder?
