From what I understand they don't want everyone to come freely, here and they are also scared of massive immigration from other countries,

And they don't want to be dependant of tourism.

They can simply not offer high risk countries visa-free privilege if that was really a concern.

Well it especially comes from subsaharian countries,

A lot of countries have immigration, but not all of them knows how to control it
