Nah, not really. Joker would win if batman killed him due to his moral code. Spidey doesn't really have that. He dislikes killing and would rather not do it, but push too many buttons and he is sending you to meet St. Peter earlier than intended.
You said that as if Batman hasn't actively gone out of his way to try and kill the joker on multiple occasions, only to get stopped by the writers (or Superman).
Batman has also cannocically killed KGBeast by Cask of Amontillado-ing him, and Darkseid by shooting him. Both deaths were undone but no one stays dead in comics.
Spider-man has as solid of a no kill rule as Batman, except Pete doesnt seem to have the resources or a support system strong enough to step in and help when he needs it.

True. It's also important to remember who Spiderman is usually fighting. A lot of these villains are just crooks in costumes. One is just a big mob boss. Sandman isn't even a bad dude. The Symbiotes manipulate people. A lot of the time it's just not worth killing the person.
Joker is different. There is no sympathy for Joker. No sad story. Jokers whole thing is to kill enough people, destroy enough lives, flatten enough buildings to get Batman to break his code. Peter isn't Bruce. He will eventually decide that Joker needs to die.)

Downplay. Peter absolutely won't stand by and let anyone be killed in front of him, much less kill himself. He likes to yap and almost cross the line every now and then as the writers need drama but it's pretty clear throughout his firm stance on the matter.

Idk he dealt with Mysterio before who also use illusions to his benefit and I know they use different ways but I believe that peter can find a way to counter the fear toxin by making a cure or something because of his intelligence.I also think he could beat clayface with his intelligence just like how he beats sandman.

If he’s a villain it’s safe to assume this is during the typical status quo in which it does affect him. Otherwise Batman doesn’t even need to worry as Eddie and the Symbiote are both redeemed.

Batman has snuck up on superman before. It's really hard to beat the completely normal human who is so stealthy that the man who can hear every conversation from space didn't hear him coming
For the record, hearing the conversation from space makes no sense. At best from high athmosphere, but never from space because the sound can't be carried to his ears through anything.

Some of Batman's villains would absolutely give Spider-Man a run for his money. Spider-Man isn't detective enough to stop the Riddler, and a single whiff of Scarecrow's fear gas would ruin his spider-sense. Spider-Man has never gone up against Deadshot, who would likely be able to set up Spider-Man in a gambit where dodging still gets SM shot.
Meanwhile, Batman would very likely spend much of his time learning about all the villains Spider-Man frequently fights before he even stepped outside to meet them. He'd know Venom's weaknesses before even fighting Venom.

Batman's superpower is always having something ready to go. He would die almost instantly against like half the villain roster if he randomly got jumped without special countermeasures.

We actually know what happens if he got jumped by Carnage specifically. Batman was held hostage by Carnage in a Spider-man crossover. What he did was immediately tell Spider-man not to worry about him, and to not let Carnage get away, fearlessly, despite the danger. Then, once the Joker scared Carnage by threatening his life, Batman realized Carnage was no different than any other villain he's fought: acts fearless, but is deeply afraid of their own mortality, unable to confront the most basic fact of life.
You'd be correct, but fear gas wouldn't just mess up his spider-sense. It would also cause nightmarish hallucinations. I didn't think I needed to explain that.
I feel Venom would be pretty manageable for Batman once he figures out the weaknesses. It'd be in the upper tier of bullshit he deals with, but I think it's doable
A lot of people de-valuing scarecrow because of Mysterio, and while I love both of them they are not comparable.
Mysterio works off illusion, trickery, hologram projection and light manipulation. His tricks are visual, audible, but can never touch you unless it's a machine or something else in disguise. Spider-Man defeats him usually by using his Spider Sense to figure out what is real and what isn't.
Scarecrow however is immune to this strategy. The spider sense is a biological reaction based in pheromones, and basically his Brain comprehends what the pheromones mean to tell him that danger is coming. Scarecrow's gas and toxin both specifically work by altering brain chemistry to make your brain itself think that it's under attack which is why many of his illusions CAN hurt you. They aren't real, but your Brain believes they are to such an extent that the damage you think you're taking is pain and sometimes even injuries that your body will replicate because it thinks it's real. Because of this, if anything I think it would be MORE effective on Spider-Man and make his Sense go absolutely haywire, causing more of an issue than there would have been previously for someone like Batman who just has to deduce what's real and what's not instead of having an actual part of his brain screaming that danger is coming from a direction it can't comprehend because it's not real but it doesn't know that.
Have you seen Beyond Batman vs Beyond Joker? Joker has no sense of humor when he’s the butt of the joke. Peter would ruin him and never have to throw a punch.
Batman would be Punisher (replace guns with infinite money) in New York; still quite a threat. (Venom too strong for Batman? He's weak to fire and sonic waves, 2 things Batman can produce from his utility belt)
