Bulk, buddy. Eat until you can’t eat anymore. Lift heavy, 4-5 sets of 6 reps on most lifts

He will gain fat, but he will also gain muscle. He doesn’t need to worry about cutting, he’s a kid. There’s a difference between bulking and just “getting fat”. The man can’t go on a cut because he doesn’t have much muscle to begin with.

See here’s the dilemma when you’re “skinny fat” or you still have some fat you need to get rid of but at the same time you barely have any muscle on your frame. On one hand okay you can do a cut, but what are you cutting exactly? There’s no muscle to showcase.

On the other hand you can bulk and gain muscle mass but also fat which some people aren’t comfortable with gaining more fat.

I don’t know if there is a 100% bang for your buck approach but the closest thing to it might be is being in a small surplus or eating at maintenance if muscle building progress is good with you.

You're very skinny and quite fat. You have two options, both suck. Cut and lose the weight. Losing the belly fat qhich looks awful, will be amazing. But you will look super skinny by the end. Or you can bulk and get bigger arms and muscles but your gut will probably get bigger and it will hang and look ugly. Personally I'd rather be a skinny stick than be fat, being fat is horrible I can't stand it.
