Or as drivers we are supposed to slow down when cops performing their duties (or vehicles with flashing lights)... or maybe even pay attention to the road to not slam into vehicles on the shoulder. Don't blame the victims in this when the driver of that SUV is 100% wrong here.

Blaming the parked SUV in the SHOULDER and not the SUV that refused to slow down and was also failing to stay in their own lane is nuts. Since when driving through the shoulder to get to your exit normal but being pulled over in the shoulder isn’t?
Sometimes disabled vehicles don't get a choice where their momentum ends, does that mean that oncoming traffic shouldn't be prepared to deal with that situation?
There's no way to safely pass 2 cars that are on the shoulder near an exit ramp, an accident was inevitable in this situation. Is this what you're arguing?
That's kind of the impression I'm getting.
My argument is that a driver on the freeway should be prepared to safely pass any obstacle that remains on the shoulder of the freeway until they pass.
In this situation, no cars or pedestrians were in the right of way during this accident. Therefore the moving car should have been able to navigate the 'obstruction' safely. Therefore, it was the moving car's fault.
