Sans when Shedinja uses Shadow Sneak:

In all seriousness, that matchup might actually be a tie since Sans can also skip the players turn to strike first. Whoever wins depends on who you believe gets the first hit. Sans skipping the first turn, or Shedinja’s priority attack.

Shedinja's priority attack exists within the framework of turns, whereas Sans's turn skip subverts and supplants that framework. Same reason Immeasurable > Infinite (I AM NOT APPLYING THESE SPEEDS TO EITHER COMBATANT, I AM SIMPLY USING IT AS A POINT OF COMPARISON)

Shedinja shadow sneak hits before flash cannon which is a light based attack, making shedinja faster than light, meanwhile sans cant even kill a small child

Well they don't fire flash cannon before shedding goes, shedding goes and then flash cannon is fired
