Debatable but depending on what's allowed kinda decides my choice. But if we're going what he would standard have or everything at once. Former I'd say Freeza, but the latter I would say Eggman.
Yeah but Bowser has many heavy hitters. Freeza is all alone. I doubt Mario or Sonic would beat Bowser or Eggman if they literally had all their armies and all their top tier equipment/mechs used all at the same time all at once.
