No, that's a standard feature of much character illustration, and not just anthropomorphized animlas. The middle and ring fingers are treated at a single unit. See the same on the Simpsons, eg.

It's sort of a nod to the fact that they don't move fully independently, anyway.

Brother he is talking about the HUMAN hand. You can only visibly see 4 of his fingers. The index is hidden behind the character.
