Is that the dude who was MIA for almost 10 days after the texas flood and then rolled into town looking like they found him at the back of a casino in Reno? And doesnt know shit about anything weather or disaster related

I think that dude was out on a weeklong bender with Hegseth before he showed up in Kerrville. Or, at least I assumed so based on his appearance at the press conference.
