Can USA fire depts make a nation wide union so guys in red states get better shit?

The IAFF represents all the locals in the US and Canada. They advocate for better pay and working conditions with the feds and state governments.

The pay in Canadian depts seems fairly similar to eachother, however it seems to fluctuate alot in the different states, cant a dept in a state with low pay just point to a similar city with good pay and ask for similar pay? If they can't strike and the contract goes to arbitration, cant they make this argument?

Not sure how arbitration works but basically collective bargaining is the process of how departments negotiate with local government for pay and benefits and this is what they got rid of in Utah.
