"Serpent" is not the same as "snake," and few, if any, ancient depictions of the character ever show anything truly snake-like. More like a massive sea monster. Which makes more sense than any expectations of it being a snake. It's the world serpent not the world snake.

Hardly any artists rendered Jörmungamdr as a snake until the 1900's.
