When people say hamburger when they mean ground beef
A hamburger is a disc of ground beef on a bun, ground beef is ground up meat

There is actually more of a difference between "hamburger meat" and ground beef. USDA says that hamburger can have beef fat added to it, up to 30% fat, whereas ground beef cannot have fat added. Ground beef can still have up to 30% fat but it can't be added.
It's splitting hairs a bit though.
