Seems like they stopped her. Just not as effectively as they could have if they weren't power tripping assholes who are themselves above the law. Sounds like you'd be a good candidate for a career in law enforcement.

You do realize it's totally legal for a cop to deck you in the face while attempting to restrain you if he deems it to be necessary correct?
