Why hasn’t Cecil weaponized it?

I think it’s safe to assume that the only way Oliver can overdose on weed is via smoke immolation.

Inb4 a extra issue is released where Oliver has a near fatal run in with weed lol

He might have an issue with something that's on weed and not in the things he's eaten idk man, this is purely speculation to understand how could a weed overdose work on an alien.

Why hasn’t Cecil weaponized it?

Cecil wouldn't know it because Oliver is like 6 months old and never tried weed.
