Imagine if this was the first thing he did, thousand of lives would had been saved.

And not i don't think he would have kidnapped her, this Mark didn't seem to be a sadist or dictator like the others, Debbie may had been killed in his universe and that was what made him evil, a good chat with her and a hug it's what he needed

isn’t one of his direct quotes “I came here to find mom and bring her back” or something along those lines, he was definitely planning to kidnap her.

I never denied he was planning that, but he would had reacted like the first panel here first and that would had given a chance to start a talk between them

That's assuming he'd actually listen, which given he's so far gone he's destroying cities; probably not
