Donald's a robot, though. Any discomfort he feels can probably be artificially manipulated. He was able to feel artificially induced pain from Omni Man crushing his spine. They could easily just make him not notice it.
After being blown to bits, crushed, and all that 37 times? He'll, the last time he got turned to ashes. I really doubt the original Donald's brain is still intact, and if it is, it's stored remotely.
They say it, doesn't mean it's true. Donald was crushed and blown to bits. There's a good chance Cecil is lying to make Donald feel more human, and to not make him feel like a Mauler where he's a replica of the original him. Other people have supported this argument too, so I'm not just making stuff up from nowhere.
