Aaaaand Google just said there have been attempts to pass legislation banning it.... attempts. So there have been multiple bills before West Virginian state congress and they just said no????
I started looking up the reasons and got articles and papers asking why beastiality should be illegal at all. I dont like the world right now....
There isn't much to find. One bill didnt make it past the committee stage, the other was voted down.
From the description of the one voted down:
Misdemeanor Offense:
Violations can result in a jail sentence of up to 12 months and/or fines between $300 and $2,000.
Felony Offense:
A felony charge applies if the offender has a prior conviction, causes serious bodily injury or death to the animal, or commits the act in the presence of a minor. Felony penalties include imprisonment for 1 to 5 years, fines of $1,000 to $5,000, or both.
Mandatory Actions:
Conviction can lead to relinquishing all animals in the person's possession, mandatory psychological evaluations and counseling, and restrictions on owning or residing with animals for a specified period.
Exemptions:
The bill includes exemptions for accepted veterinary procedures, animal husbandry practices, and accepted practices related to breed conformation judging, as well as affection towards a pet in a non-sexual manner according to the Brooks Institute.
Commercial Purpose:
Engaging in or promoting sexual conduct with an animal for commercial or recreational purposes is also prohibited.
I'm surprised they don't have it, a few states do. Shit, California under 16 or 15 is allowed so long as the parents can get a judge to sign off on it.
All of America accepts marriages to children so long as you get the proper paperwork. Hell missouris kinda a cesspit for this as you can't marry a child anymore under the age of 16 even with parental consent as of this year, you can however get one pregnant, thus becoming a legal adult in missouri for the purposes of marriage and everything's fine then.
It’s because of dairy farming. It’s nigh impossible to make a sweeping ban on acts of bestiality that doesn’t also ban the necessary steps to impregnate a cow and take the milk.
That actually does make sense, but they should still take the time to figure that out. I used to do contract work for Tyson, picking up bull calves from dairies and driving them out to muleshoe. Lasted 6 months before I quit, Tyson can go fuck itself.
It’s not a time thing, my understanding is that they’ve repeatedly tried and failed. It’s legit fully incompatible with the practice of dairy farming. Most feasible scenario they make exceptions for milk producing animals like sheep, goats, and cows, but then…. I mean people could still fuck the sheep :/
As a wv resident we have a lot of defunct laws that we haven’t changed just be a use we don’t need to. For example:
not being able to hold office if you ever dueled , being allowed to beat your wife on Sunday on the courthouse steps, the state swear jar, (city law) not being able to walk a lion, tiger, or leopard, (specifically even on a leash), and legally eating roadkill (granted this one still has use)

These are examples of dead letter laws which while technically still active are rarely ever used in serious legal proceedings.
The “legal bestiality” is technically a thing,something about animals over 40 lbs for whatever reason, but we have conflicting animal protection laws that I’d imagine would keep those cases from happening. Some legislation has been done recently to actually make it illegal officially, but it’s kind of in limbo right now.
While looking up some of the information for this is surprised me how recent many states outlawed bestiality, heck New Mexico and dc only officially did it in 2023.
There was a law proposed in Louisiana that would have outlawed beastiality but also affirmed that gay sex would be legal. Republicans unanimously voted against the measure....

How do the two even come into the same law?? Also I looked it up and it passed. Out of 35 voters only 10 voted against it. Do you have any proof of what you're saying?? This was in 2018.
