States Rights Question

As the POTUS keeps threatening to send troops and Federal Agents to blue cities and states, what are the States Rights options for these Governors and Mayors? Can they use State and City police if the Federal Agents and Troops get out of line, and charge them with Disturbing the Peace, or other State/Local crimes like Loitering? Basically, make the feds pay for their actions and following the unconstitutional orders?
