It's been confirmed it is him, yeah. Leo separated them both and told them the other 'wasn't part of the deal'

One other possibility is that Joe might be Enzo’s descendant. Torrissi and Joe have a lot of the same facial features, and Joe does poke fun at Vito when he’s driving badly by saying “You drive like my grandmother!”. Leo might have put Joe in hiding both as a late favor to Enzo and to make sure no remnant of the Torrissi family finds out that he got Isabella to Empire Bay

Enzo was devoted to santa barbara, it's not impossibile that Isabella changed her name in Isabella Barbaro in ellis Island. It's a theory
