Weird oily stains on windows?

I wouldn't really say this is a mechanic issue but I can't think of a better sub to post in.

Anyone know how to fix this (short of replacing the window)? Not sure what caused it. I thought maybe it was from a roof rack, but there's no sign of one ever being installed.

There's also some scratching (looks like they tried to scuff it with sandpaper)

Looks like it’s been parked under some metal that was prone to leaks or drips, ie parking garage.
