Check out your local Target/Barnes and Noble. The Dawn of War Onslaught Board Game has the Judiciar along with the entire Honored of the Chapter sprue for $50.

This isn't a limited run product, but scalpers do keep buying a bunch to try and rip off people. So if your local story doesn't have it, sign up for alerts and wait for the restock.
