They are already doing something like that: they are shelling the silos with grain and shelling warehouse with food or centres distributing aids, while people are waiting in line.

Exactly. Russians have been doing it throughout history. Any territory they used to occupy, they would destroy culture and history. Many fortresses throughout Eastern Europe are dismantled because of Russians. So that other countries couldn't defend against them.
