there should be an examination. For voting .

An voter should have a minimum level of awareness (about constitution, government system, rights/duties). Quality voters is what we lack in my opinion. I am not saying I am correct . Give your ideas . We don't have an highly literate* population. Literate* doesn't refer to just having ability to read and write.

Educated ko definition jo tori xa . They don't have ability to take criticism. Do creative thinking . Ratta hanera +2 pass haneko Lai educated manne ? even bachelors gareka sanga Kura Garda ni K wahiyaat Kura garxan . However I can see change at least in some people .

Most of the rulers, including bureaucrats, i presume are well aware of the things you have outlined. Are they themselves quality voters? I am pretty sure they are shitty. They drain the resources for their benefit. What are your arguments for the claim that aware voters are better?

No . Everyone can vote . That is the literal definition of democracy. If you make steps for Voting , that’s not democracy. That’s just something cosplaying as one
