Where are the homeless supposed to go?

Cities have been cracking down on homeless people so they can’t have encampments or stay on sidewalks. At the same time usually the shelters are full. So those who are unable to get into a shelter, where are they supposed to go?

Many cities have a lot of beds available in shelters but the homeless don't want to go there because there are rules they don't want to abide by.

A geniune question: Do they store stuff or do the homeless need to risk having their stuff stolen?

I think there is a limit to what they can bring in with them.

mind if i add some details to your comment? a lot of shelters (in my neck of the woods) have rules such as:
1. no drugs
2. no pets
3. no couples (couples usually like having sex, which would obviously be a problem in a communal shelter)

Also no worldly possessions, mandatory religious service, and a curfew that limits your jobs to conveniently the labor company the shelter has a contract with.

How blessed your neck of the woods is to have such a surplus of shelter beds! Please reach out to your nearest city that has more shelter-seeking rule-following folks than beds and offer to help alleviate their burden.
