These Abus padlocks are quite good, but combination locks can still be opened without a tool. Tho some masterlocks with a keyway have the same issue.

“Hi, this is the Lockpicking Lawyer and what I have for you today is a plastic blister with a zip tie. Now, I have reviewed these in the past and even though I pointed out to the manufacturer some obvious flaws, it appears that the same model of zip tie is sold again in hardware stores. For this demonstration I will use this thin piece of wire that Bosnian Bill and I designed… and you see how, by simply inserting the wire into the zip tie head, I am able to slowly push the mechanism… nothing on 1… okay… 1 seems to offer some resistance… I think we have a false gate here, folks - maybe this zip tie is a little more secure than I initially thought… 1 is binding… annd, we have it open. Now let’s do this one more time to make sure this wasn’t a fluke.”

To be fair these locks in places like stores are just mainly to keep customers out not be the most secure thing

So here is my guess. They the owner of the lock, aren't the people who need to have the key. They cant hand off the key. So they expect the owner to come by, cut off the lock, install it and take the key

I think its a combination lock. I think they're probably waiting for the higher up to come and set a combination

They didn't have scissors to open the lock.... so now when it comes time to open it again there is going to be some problems.
