In the gameplay before release there’s a scene where Spidey overlooks a group of enemies and it looks like it’s rained recently and there’s a couple of puddles around. Someone who’s got an early copy of the game (or the same scene in a newer trailer) shows the scene again but it looks like there’s much less puddles, and the puddles that are there aren’t as fluid looking as the ones in the original trailer (however since there is less puddle the quality of the puddle would be effected) additionally the games use of shadows have changed too to make the game feel more vibrant and so this would also effect how the puddles look.

Long story short. People see less puddles and new shadow effects and assume that the game has been downgraded.
