Yes, almost. It’s countries that have participated in Eurovision, but don’t participate now. Moldova isn’t red because they only withdrew for a year.

That's probably correct, although Moldova withdrew after starting their selection but before sending a song so it should be red too

So, is Eurovision a measurement for how much freedom a country in Europe has? Because I wouldn’t live in any of those places
