I didn’t create this image it’s from Wikipedia. This map is from 2023 and has changed slightly since.

Seeing as the black countries lack showing smaller denominations like states/provinces, I’d assume something exempts then from this data.

It might be that the subdivision borders aren't visible due to being black as well.

I would be surprised if Sweden and Ethiopia have the same minimum wage.

For those who don’t know the background here: In the ”Nordic employment model”, all wage regulations are supposed to be handled by trade unions rather than government. So there’s no national legislated minimum wage, but every job should have a minimum wage in practice.
