I didn’t create this image it’s from Wikipedia. This map is from 2023 and has changed slightly since.

it's going to be hard to figure out, judging how scandinavia and east africa are the same color

Seeing as the black countries lack showing smaller denominations like states/provinces, I’d assume something exempts then from this data.

It might be that the subdivision borders aren't visible due to being black as well.
