AFAIK there are no French military bases in North America. Unless you count old forts from New France, but those haven't been active in at least 260 years.

I was gonna say best ski resorts, but Massachusetts, Rhode Island and Newfoundland don’t have much of that. Even Maine doesn’t have a lot of that.

I don’t know the full rankings. But if Newfoundland and Colorado are included and Louisiana isn’t can’t be that.

There's less than 5000 French speakers in NL. I doubt it's that. Plus Wallonia as a whole would be red.
