She's an agent of the Superman Revenge Squad, and under her turban, she has Medusa's scalp so she can turn people to stone. (She plans to get close to Superman to turn him to stone, but she doesn't use it right away because... um... actually, they never really explain that part. Yeah, not one of the better ones, it doesn't even have the usual glorious stupidity of a Silver Age Superman comic.)

wait so like.. looking at her scalp will turn you to stone? Why not Medusa's lips or butt or something? Medusa's boobs.

Nah, just wearing it (even covered up) gives her the power to turn people to stone. Why, when even the story references the myth that it was seeing Medusa that had that effect? Because Silver Age Superman, that's why! (It honestly has the feeling of "screw it, who cares, as long as it's in before the deadline" to it.)

Medusa in mythology turned people to stone with a look. Maybe the snake hair was the cause. But I’m guessing you’re familiar with the myth.
