How is an AI limited to being a hologram in a mansion gonna be able to use a rocket if she couldn't even move out of the mansion until Jaha came along?

There's a limit to her reach...

But yeah... If you meant "drones" as in converted humans... I'm not sure why it never occurred to her. I wonder if she just didn't think it was a non-perfect solution, so she'd rather have her ruthless technique that would always succeed given Jaha's backpack?
