The enemy has drones of this type like a fool has tobacco (in other words, lots of them).

Holy crap! Seems russia and china is still using tobacco as population control. russia probably still has tv commercials w/ doctors encouraging them to smoke.

To be fair, the lung cancer rate in Russia is actually pretty low.

(That's mostly because a great way to avoid dying from cancer is to die from something else first, and Russians are really good at that.)

Can't have cancer when you don't diagnose it. That's the Russian way.
Like homelessness in moscow. Can't have a homeless problem people if you shove them in van to never be seen again. Everything looks great when you just get rid of everything you don't like.

Nope. Marketing of cigs is prohibited by law. The government has been actively trying to reduce both smoking and alcohol consumption during the past decade or so.
