I think they’re trying to say that the city they’re in is the best cheesecake town, and also that the shop itself has the best cheesecake in that city. 

Anyway, I hate it.

It's truly bizarre that someone thinks parentheses work this way. How does this happen? Did someone tell this person they should just sprinkle parentheses into a sentence whenever they feel like it? I know it's just a semantic issue, but...I despair.

Back a hundred years ago, instead of parentheses, the accent would have been arrows or fancy scroll or something

There used to be a bank that spelled “The” in its name as “Thee” to emphasize (I’m guessing) that jt was the better bank in town. Thee Rock Island Bank, iirc.
