Wizards.. carrying the grimoire in one hand and

-casting/doing somatic stuff with the other? Or would you allow them to wield a weapons while casting?

I would say no, there is a 'familiar' talent specifically designed for that.

I'd allow the other hand to be used - or both with a memorized spell. Warhammer wizards are generally depicted with weapons, I think it makes sense. Indeed, the wizard illustrated on page 156 has the spellbook in one hand and his staff in the other. Sure, he's using the staff to do some somatic component, but he could easily whack someone with it in the next frame.

The familiar talent just lets you use both hands.

Memory-Wizards and those with the book-carrying familiar may be the only characters that have a reason to dual wield.
