Level 37 , should i start the dlcs?
8 quests to finish main story , i don't want to be over-leveled and get less xp on dlcs What should I do?

I usually like to do hearts of stone after novigrad personally then onto skellige

You do you, OP. To explain why I said that:
I started Hearts before finishing the main story. Got halfway through it before I resumed the main story. Everything was fine. When I finished the main story I was around level 40. I still earned enough XP to level up to 60 (that was one of my goals) before transitioning to NG+.
By that time I had completed all the DLCs, quests, races, boxing matches, contracts, treasure hunts, renos on CB, ?s in all regions, and crafted all Witcher equipment to GM.
So you just do what you feel like.

ETA: And also, by the time I transitioned to NG+, I'd reached my goal to have 54,321 in coin.

Good to know , i have read that to reach level 100, i need my level to be +50 before starting NG+ That's why I asked

Based on my experience, achieving 60 was possible for me, before transitioning to NG.

Always finish the main game then do the DLCs. First Hearts of Stone then Blood and Wine.
Do this especially if you are playing first time and also later.
And stop caring about xp in this cap. You will always be the perfect level due to level and xp caps.
