HIPPA applies to health insurance and providers and protects the patient from unauthorized dissemination of their medical information.
Asking the patient themselves isn't a hipaa violation and even more asking the healthcare provider or insurance wouldn't constitute a violation, but it would if they gave an answer more detailed than "I am unable to provide information related to that topic without a waiver from the potential patient in question authorizing release of information to you."
It also wouldn't be a HIPAA violation for that person to spread your medical information so think carefully before authorizing people to receive medical information
The original image has him peaking out with his left arm hidden behind the divider, seeing as we couldn't see it, he lacked a "canon" arm design. Instead of drawing him another arm, the artist chose to make him not have one either because they didn't want to to, couldn't, or they just thought it'd be funny. He also flipped "Jeff's" image so he could be looking towards his co-workers, so that's why his missing arm in this one is his right.
I'm not going deep enough to find whatever lame stuff was said about it but i found amusing and creative asf how they just chopped his arm off because it wasn't originally visible in the og comic

He's not trying to switch to the left hand for gooning so he wants someone to help him. Internally he thinks that given his position of vulnerability it will be easy to convince someone if he asks enough people. Idk what else this it could mean. I can give a more detailed analysis if needed.
Edit: idc I'm giving the deeper analysis. The man is pointing at him with his right hand with his left hand in his pocket. This symbolizes him lending him an arm. The hand in his pocket represents a cut off arm while the pointing right hand represents the right hand he will give him. For the woman, she would do the same, but women have smaller hands on average. I'll let you figure that one out.
The woman is looking down. Perhaps I was wrong. The top fram could be before. She bout to help. Then the bottom is after and the dude is hyping him up. Maybe the armless dude has back to back appointments or the standing man is potentially closeted. Maybe he's not tho because looking in the eyes asserts masculine energy, dominance which is in clear contrast to the woman. Multiple approaches are acceptable is perhaps the moral. Well from here I think anyone can find their interpretation.
