Paint damage?

Thinking that this might be cosmetic paint damage, and possibly due to flexing where the dropout joins the fork?

The fork/dropout is completely fine on the other side.

There should be no flexing between the fork and the dropout...

Thanks, I agree and was wondering whether something has happened along the bonding between the fork and the dropout
