I was recently in Palechora and all the roads are very even and flat. Also a few spots and places that offer accessibility access into the water

Rethymno and Chania are both moderately accessible. My friend didn't struggle.

Heraklion is a big cobbled hill, not ideal.

I second this. Greece unfortunately isn't the most handicapped friendly, but those two cities are a bit better.

Smaller towns and villages won't be, just so you are prepared I'm case you want to go elsewhere.
