Well if you say regulations, it might work depending on the regulations itself and how they would enforce it. At least to some degree.
There's a lot of rules and safety regulations in terms of driving, and yet people are still being a bunch of fucktards.
It's the same thing for guns, there're a lot of regulations and yet there are still people who commit crimes with guns.
It should reduce the trafficking, however, knowing humans are pretty damn shit, they'll probably try and find a loophole to abuse the fuck out of that system. Making the greedy corporations thrive in a new legal market. I'm just saying, it has its own pros and cons. They have to research this first whether the pros outweigh the cons.
