Imagine if people got jailed because they're "going to do something" in the future. Much less revoking citizenship and deporting someone.

Possession with intent to distribute means you're already in possession of an illegal substance and that the substance was found with other things necessary for distributing (bags, scales, lots of pre-weighed individual packages, etc. You're literally already breaking the law not just saying you'll do it in the future if necessary.

Iโ€™ve seen people get charged for having a large (less than an ounce) volume of an illicit substance

I also have known people to buy a bunch (an ounce or more) of weed for personal use. That person would be arrested for what they might do with a large volume of weed, regardless of baggies

I will say having baggies and a scale will get you pinned with a smaller amount and is a clearer case but to say beyond a shadow of a doubt is a fairy tale

Again, my point is that in your example someone is actively breaking the law vs. just saying something is potentially possible in the future.
