It's easier for a small group of people to have more guns per person. But the meme is a joke about how there are tighter gun restrictions in Europe compared to America, so it wouldn't make sense to use Finland as an example due to its small population. If you said Europe has a higher number of guns per person, then I'd stop and question the meme, but saying Finland has more guns per person means nothing bc it's such a small group of people.

I could buy 50 guns and say that I have more guns per person than any country in the world, but that'd be a worthless statement
