I think it's the other way around. So weeb is the "I wanna be japanese" kind and otaku is "I like anime (a lot I guess)". But you're kind of right since anime watchers are using weeb as a non-derogatory term and are calling themselves weeb even if they only like anime. The original meaning of the word weeb is shifting

The term otaku means obsessed with culture or whatever someone else said so its the opposite of what you said
