An insurance adjuster will more than likely split the liability with a substantial portion going to the cross traffic driver. The underlying principle is that drivers are supposed to avoid causing and attempt to prevent collisions. Passing those other cars which limits your forward view matters, especially reactive to your speed. Add that the other car may have become trapped in the intersection in the midst of a legal passing and the whole matter will be decided by talking with both drivers and any witnesses.
In Germany it would be like that. Probably something like 30 percent for the person with the dashcam, 70 the other guy. But probably in the US it’s different.
