I presume because these are member of Lira. And Israel have more interesting projects then Romania. https://www.eaic.eu/member-locations.html

Romania basically doesn't research anything. I mean, they say they do, but go find citation counts for articles published by Romanian universities or Romanian research centers. You'll find practically nothing in prestigious peer reviewed journals.
