Why yes, they kinda do. Bears will eat you alive, not bothering to kill you, and cats both small and big hunt for sport all the time time. The world is savage. But Russia is worse.

Jokes apart, it's just one of the realities of war. Bombings are not always as precise as modern American drone strikes, and trying to blow up stuff in a city will inevitably result in collateral victims. 

In WW2, when the US tried to destroy train tracks and stations, they often flattened the entire town around the station.

The Ruzzians have the means necessary to avoid civilian casualties, but they don't use it.

The allies were quite open about strategic bombing in WW2. They were fed up with us Germans by them and frankly, after the Blitz at the latest I understand why.

Today’s the standards a tad higher and that’s good, but military won’t cry any tears about truly collateral damage.
