He is to blame for all the deaths. He should have signed the peace deal in Turkey in 2022 and everything would have ended. And now peace for him is the end of his political career, or even his life. Currently Ukraine government doesn't provide any kind of actual support for people who have to evacuate from red zones. You basically come to sleep on the streets because there are no government programs.
Thanks to red cross and UN they provide funding for charities who help these people.
