Anyone heard this quasi eugenic belief among the incel community that claims that chins are part of what distinguishes the two social classes of men?

It's a pretty big part of their ideology. There was a YouTuber called Wheat Waffles who specialized in such topics. I'm not sure if he is still active. But that is more a part of the blackpill then the redpill. The redpill is more optimistic. The blackpill is a bunch of doomers. They are the most insufferable people you could come across.
